THE AXIS CRIMINALS
(11.40 a.m.) WASHINGTON, Oct. 7. "Tho successful close of the war shall include provision for the surrender of the wai criminals to a United Nations commission," said President Roosevelt in a statement. He added that the United States is prepared to co-operate with the British and other Governments in establishing a United Nations commission for the investigation ol Axis war crimes with the intention of inflicting just punishment on the ringleaders responsible for the murder of thousands of innocent persons and other atrocities, with a view to establirhing responsibility for these. All the available evidence will be collected and assessed. The United Nations did not intend to resort to mass reprisals. The President's secretary (Mr Early) did not answer a reporter's question as to whether Hitler and Mussolini are two of the ringleaders whose surrender will be required.
