In a speech at Norwich, Lord Roberta had expressed his approval of compulsory military training in Britain, and pointed out tliat an armed force was needed to release the Navy from being tied to home shores. . , There bad been much unrest ip 'll° Balkan States, and it was feared that war would break out between Serbia and Turkev. Britain, France and Russia bad found’ it necessary to point out the futility of such action to the Serbian Government. Mr Massey had announced that defence was costing the Dominion £750,000 annually. In comparison, £20,000 was the total for 1903. Despite peace conferences,_ it, was becoming more and more obvious that the Bowers of Europe wore involved in a race for armaments. Austria bad demanded more money for defence, and Genoral Sir fan Hamilton was to make a tour of inspection of the Empire’s armed forces.
