FRIENDLY RELATIONS. ME MATSUOKA'S AIM. LONDON, March 23. The Japanese Foreign Minister (Mr Matsuoka) has arrived at Moscow on his way to Berlin. He explained the purpose of his visit in an interview on his arrival. Stressing the importance of the Tripartite Fact, Mr Matsuoka said: I owe it to my country to visit the Axis leaders, because personal friendship or enmity may have a great intlui euce on history. It is stated that the Japanese Minister will see M. Molotov (Soviet Foreign Minister) during his vis.t. To-night he will be the guest at a banquet provided by Mr Tatakawa (Japanese Minister), at which all the Axis diplomats will be present. A Press Association message says Mr Matsuoka declared the Tripartite Fact is the pivot of Japanese policy. Mr Matsuoka said he hoped on his way back to meet the highest Soviet leaders.
