AXIS STRATEGY
BASES IN RUMANIA. SIGNIFICANCE SEEN. (Rec. 1.45 p.m.) LONDON, Oct, 7. The German and Rumanian Governments. are busy attempting to give harmless significance to the German troop movements, which more detached critics believe to amount to a direct Axis assumption of control in Rumania. The Associated Press Bucharest correspondent declares there is widespread evidence of all branches of the German military and naval establishment _in addition to German industry operating in order to buttress the Rumanian defences. German assistance, at present is being sent, although official ltumau T ian and German quarters deny' 1 ; that large numbers of German troops, tanks, and guns have already arrived in Rumania. ~ Government officials refused' to confirm or deny reports that Germany is planning to assist in building a large naval and air force base near Mamaia, the construction of a wide highway across Rumania, also the enlargement of the Submarine -factory base at Galati. A German spokesman hinted that a German general is at present in Rumania, possibly Josef von Tippelskirch, the head of the German Military Intelligence.
