COUNTY COUNCIL. In connection with the preliminary slops taken by the Woodville Coun y Council —a motion to consider the suiuin o of a rate as securtiy for a proposed loan of £SOOO under the Rural. Housing Act —five ratepayers forwarded written objections which were received at yesterday s meeting of the council. Mr J. Mitchell, of Ilonelands, objected to the provision under which ratepayers generally were rated as a guarantee ot repayment ot principal and interest. The wider sidered that the matter was .one for the State Advances Corporation. Ihe objections lodged by Messrs H. S. Nils.i 1 (Woodville), C. B. Morgan (Ngawapurua), F. W. Blatchford (Woodville) and 11.l 1 . L. Whibley (Oringi) were mainly on similar grounds. The chairman (Cr. M. O. Oram ger) said he thought there was some misunderstanding regarding the notice to consider the striking of,a special rate. The position was that before the council could borrow any money from the Advances Corporation to make loans under the Rural Housing Act it had to strike a special rate as security for the loan. If the coun oil borrowed money and lent it to tno ratepayers, under the Housing Act, anu such a number of those ratepayers defaulted that the council could not find tfic interest and sinking fund instalments, trie rate would then be levied to meet such liability. This was strictly in accordance with the principles of the Rural Housing Act, for the crux of the Act was that any losses should be made good •by the solvent ratepayers of the county. As far as the council was concerned, the consideration of the striking of a rate could stand over for the present, for it had neither borrowed nor lent any money under the Act, nor had it received a single application. The ratepayers’ costs were steadily mounting, and the council did not want to put any further burden upon them by increasing tho rates more than could possibly be avoided. There was no further comment.

i\o action was taken in regard to a request for a donation of £lO towards the Counties’ Association’s fund for relieving distress in England, as this object was already covered by other funds. lhc District Highways Council forwarded « list of works on the Main Highways Estimates tentatively approved. An application by Mr J. Jones for a lease of a road reserve situated on the Kumeroa side .of Manawatu bridge was not granted owing ti> engineering difficulties. In connection witli the £1,000,000 patriotic appeal councillors agreed oil the desirability of the convent being represented at the meeting to be convened at Hastings to meet Major Abel, the Dominion organiser of this effort. The state of a culvert near Mr Ball's property was mentioned by Or roads were a credit to the engineer and the engineer’s report had been adopted, Cr Galloway stated that improvements to the roads were a credit to the enginere and bis staff. The chairman and other councillors commented in like manner.

The death has occurred in Dannevirke of Mrs Margaret Ann Moir, wife of Mr T. Moir. She was widely esteemed in tho town and surrounding districts and her funeral was very largely attended. Mrs Moir was Miss Crighton before her marriage. Besides her husband, she is survived by two sons. A strenuous programme of intensive individual training was carried out on Thursday by the Hawke’s Bay Regiment in camp on the Dannevirke Showgrounds. 'Hie officors stated that they were pleased with the progress made on the first day’s, really intensive training. Yesterday the officers were entertained to a reception by tho Mayor of Dannevirke (Mr Gibbard). Welcoming the officers. Mr Gibbard said tho citizens of Dannevirke were proud to bo in tho province of Hawke’s Bay and were proud of the Hawke’s Bay Regiment. He deemed it an honour that Dannovirke should bo chosen as tho site for the regimental camp. Colonel W. W. JcfTcrd, officer commanding the camp, expressed his appreciation of tho hospitality shown to all ranks, and the endeavours of the citizens to make their stay as happy as possible. Colonel Row, officer commanding the Central Military Command, was also present. Sympathetic references to the death of Mr N. Kettle (Napier) and also- to the bereavement sustained by Mr T. Moir wore made by the president (Mr G. J. J. Buchanan) at Thursday’s meeting of the general committee of the Dannevirke A. and P. Association. The late Mr Kettle, lie said, had been a great supporter of the show, and with the exception of the last year or two, had been a regular visitor. Although not a member of tho committee, the late Mr Hartgill was also a keen supporter of the show and his genial personality would bo very much missed. Mr Moir was also a strong supporter of the show, and to him they extended their deep sympathy in his sad berea\oment. There is some mortality among dairy ,slock in the district irom a cause not yet made clear. The deaths aro fairly widespread and in some cases individual losses are severe. Useful information and guidance in the matter of raising the district’s quota of the £I,OOO.CCO appeal was gained by Woodville representations, this afternoon in their confeience with the Dominion organiser (Major Abel) at Dannevirke. Arrangements wore made with Major Abel to make a stop at Dannevirke, thus obviating a journey to Hastings by representatives at this end of the Hawke’s Bay area. The Mayor (Mr R. R. Johnston), Mr D. Keay (secretary of the Patriotic Society), and Mr E. D. Cattanach (Woodville County Council) comprised the Woodville party. The quota of £1550 is regarded as a challenge to tile Woodville district, which has ite limitations as to area and population, but there is no doubt that it will be taken up in the most optimistic spirit. At their weekly parades, Woodville Scouts maintain practice in signalling, bridge building, crafts and games to fit them for their part in the coming rally.
