DEBATE IN CONGRESS.
DESTROYER NEGOTIATIONS.
■ WASHINGTON, Sept. 5. After a conference with President Roosevelt at which the Congressional leaders were given the inside story ot the destroyer negotiations, Mr W. B. Bankhead, a member of the House o Representatives, stated that the United States did not contemplate acquiring additio.nal naval and air bases at present. , , . . The transfer provoked a heated debate in the House, the Republicans charging the President with violating the law in failing to consult Congress. During the debate on conscription pandemonium prevailed to-night. Messrs Sweeney and Vincent fought with fists when Mr Sweeney said the passage of conscription was equivalent to a declaration of war. Meanwhile at Boston, American crews are working on the first group ot eight ships preparing them for transfer to a Canadian port' on Friday. Three destroyers have sailed for Canada with skeleton crews. The authorities indicated that Boston would be the clearance port for all the destroyers, 25 of which will bo cleared within a fortnight.
