EXPLANATION TO JAPAN.
Received August 13, 12 noon. TOKIO, Aug. 12. The Domei News Agency stated that the United States had told Japan that American restrictions on the export ot aviation gasoline were a military necessity and not directed against any particular country, therefore the United States could not consider the Japanese protest.
