FRICTION PREDICTED. JAPANESE AMBITIONS. (United Press Association—B.v Electric Telegraph.—Copyright.) Received August 3, 12.45 p.m. LONDON, Aug. 2. The Tokio correspondent of the Associated Press says the former Minister for Overseas Affairs (General Koiso) told the Press that, there might be friction between the United States and Japan over the Dutch East Indies’ rubber re- ' sources, which are indispensable for industry in the United States. “The solution depends on Japan’s decision,’’ he 6aid. “The Ea6t Indies have long been oppressed and exploited as Holland’s colony. We will not tolerate this, in view of the principles on which we are establishing the new order in East Asia making it necessary to emancipate the Oriental races. _ “We are destined to solve the problem of the East Indies’ oil, rubber »nd tin, which control the world market. We do not intend to monopolise them, but it is necessary to ensure that they are disposed of impartially.”
