Captain E. G. Morris has been appointed Director and Registrar of Naval Reserves (New Zealand). Mr A. H. Cockayne, Director-Gen-eral of Agriculture, was a visitor to the Winter Show to-day. He will return to Wellington- this evening.

Rev. Father D. Nolan, who for the last four and a half years has been an assistant priest at the Basilica, Hill Street, Wellington, has been appointed parish priest at Motueka. Mr Howard Booth, of Carterton, was a visitor to Palmerston North today, being engaged in judging the horse competitions at the Winter Show. Colonel N. W. McD. Weir, New Zealand Staff Corps, Officer Commanding the Northern Military District, has been appointed aide-de-camp to the Goverr.or-General (Viscount Galway). Major R. E. Murray has relinquished his appointment on the New Zealand Temporary Staff at Wellington on being seconded for duty with the Second New Zealand Expeditionary Force.

Mr. H. F. Baird lias been appointed Directo'- of the Christchurch Magnetic Observatory. in succession to Mr H. F. Skey. He lias been on the staff of the observatory since 1920.

Captain F. E. Naylor, formerly harbourmaster and chief pilot at Wanganui, died yesterday. Captain Naylor, who had been in the employ of the Wanganui Harbour Board for many years, retired last year. An Ottawa cablegram states that Colonel J. L. Ralston has been appointed Minister of Defence in succession to the late Mr N. Rogers, but he continues as Minister of Finance until after the Budget has been presented. ' The retirement is announced of Staff Sergeant-Major E. J. Borwell, senior orderly at Government House, after 43 years’ service. He joined the Permanent Artillery in 1897 as a gunner, and shortly afterwards was appointed to Governnient House, where he has since acted, as orderly. Pilot-Officer V. G. W. Engstrom, of Masterton, who was previously reported missing and lias been in hospital uninjured but requiring rest, has returned to duty, states a London cable message. Pilot-Officer Engstrom. has been with the R.A.F. for almost two years. Dr C. R. Barnicoat, M.Sc., (N.Z.), Pli.D., (Minnesota), F.1.C., of the staff of the Dairy Research Institute, has been appointed lecturer in Agricultural Biochemistry at Massey College. Dr. Barnicoat coriimenced liis new duties at the beginning of this month.

Messrs M. Pirani. and. C. Carey, both well-known in the English world of music, have been appointed to conduct the practical examinations in music in New Zealand this year on behalf of the Royal School of . Music. Mr Pirani will arrive early next month, and Mr Carey in September.

Dr J. Frederick Staton, conductor of the Sheffield Choir, England, who was in Wellington recently, and hr# since been examining on behalf of the Royal Schools of Music in the West Indies, is returning to New Zealand next month, and will act as judge of music at the Wellington competitions in August, before going on to Australia. The Teachers’ Appeal Board for 1940 comprises the following; Chairman. Mr T. R. Cresswell; representatives of the. Education Department. Messrs J. W." Mcllraith and- A. F. MeMurtrie; representatives qf the secondary schools, Messrs J. A. Colquhoun (Palmerston North) and J. G. McKay; technical schools. Messrs L. R. R. Denney and G. W,. C- Drake; primary schools, Messrs W. F. Abel. G. R. Griffiths. R. McGlashan and D. C. Pryor. The Massey Agricultural College Board of Governors, at a meeting yesterday, expressed regret at the death of Mr -H. B. Stuckey, of Dannevirke, who was one of the members of the first College Council, and placed on record its apprecntion of his long and valued service to- the. cause, of agriculture. The board also tendered to Mrs Stuckey and family sympathy in their bereavement Mr A. 'E. Mansford was appointed to the vacancy on the Council of tlie New Zealand School of Agriculture. '
