WARTIME MEASURES. - FIGHTING CHIEFo ANNOUNCED. ROME, June 11The Cabinet has approved the decree declaring a state of war throughout Italy and its possessions, and also Bills for fixing the prices of goods, rents, the salaries of officials, lor increasing penalties for crimes, and for requisitioning commercial and industrial concerns managed or predominantly controlled by foreigners. The military command and headquarters staffs of the service Ministries have been transferred from Rome to an unstated destination. Signor Mussolini has now appointed Marshal Badoglio as Chief of the General Staff and confirmed Marshal Graziani as Chief of Staff of the Army, Admiral Cavagnari as Chief of Staff of the Navy, and General Pncolo as Chief of Staff of the Air Force. The Foreign Minister (Count Ciano) has taken over command of an air squadron with the rank of major.
