BRITISH WARSHIPS
REPORTED OFF FINLAND. ENFORCING THE BLOCKADE. (United Press Association—By Electric Telegraph—Copyright.; LONDON, Feb. 20. The Rome correspondent of the Times says the Italian Press and radio give prominence to the reported presence of a British cruiser and other ■warships off Petsamo. It is conjectured that Britain is preparing an action against German blockade-runners using the far northern passage. Petsamo is on the northern coast of Finland in the Arctic Circle and was reportcd to have changed hands several times since the opening of the Russo-1 1 innish hostilities. A great deal of fighting has taken place on this front, which the Finns still hold.
