SOVIET DIPLOMACY.
PACTS WITH SMALL STATES. LONDON, Sept. 23. The Budapest correspondent of the Associated Press of Great Britain says Russia and Hungary have reestablished diplomatic relations, which were broken off in January when Hungary agreed to sign the Anti-Comin-tern Pact. A Sofia message says Bulgaria is concluding a pact with Russia whereby Russia will take virtually all her exports, of which tVo-thirds have hitherto gone to Germany. A Borne radio message says a IlussoEsthonian Commercial Pact' has been signed at Moscow.
