OUTER-MONGOL BORDER FIGHTING. Received Julv 31, 9.30 a.m. MOSCOW, July 30. Colonel Bogolubov, a member of the Sov’cb General Staff, writing in tho Izvestia, frankly admits that Soviet ’planes, tanks, artillery, and troops are fighting other forces on the OuterMongol border. The article warns Japan that war against the Soviet can only end in defeat for “Fascist usurpers,” and asst rts that the Soviet army is the most powerful in tho world.
