GUARANTEE DESIRED. RUSSIA’S LATEST NOTE. Received June 8, 8.5 a.m. MOSCOW, June 7. The official newspaper Pravda confirms that Russia’s latest Note asks for an Anglo-French guarantee _ to three Baltic States against the violation of their neutrality by aggressors. R is assumed that the guarantee refers to Latvia, Lithuania and Esthonia. , .. In the meantime a Rerhn report discloses that an Esthonian and Latiian non-aggression pact has been signed. SOLUTION OFFERED. A Paris message states that the formula of a pact, which the Quai d’Orsay believes offers a solution of the Anglo-Soviet difficulty in regard to the Baltic States, is being submitted to Britain. This formula will not formally guarantee the security of the Baltic States but will provide for an undertaking bv the three Powers to guarantee the status quo of Eastern Europe. It is believed that this would he acceptable to Moscow while not increasing the French and British commitments in Europe.
