LEVIES REDUCED

HOSPITAL BOARD COSTS. LOCAL BODIES’ SHARE. A total reduction of £IB7O in the levies on local bodies for hospital capital and maintenance expenditure in the current financial year compared with last year was decided upon by the Palmerston North Hospital Board at its annual meeting to-day, when the manag-ing-secretary (Mr A. J. Phiilipps) submitted 'financial estimates lor the year 1939-40. “This year we are bringing forward a balance of £BS 6s sd. We opened the year with an overdraft of £9728 10s 2d, and this overdraft has been liquidated. Our gross maintenance payments during the past year amounted to £120,831, or, excluding tho amount paid in reduction of overdraft, our payments for the year amounted to £111,103. As against this last figure in these estimates T have estimated maintenance payments for the coining year of £114,850,’’ stated the managing-secretary. “The reduction in the levy which is proposed is possible only because we have paid off the accumulated maintenance deficit which was owing to the bank. This arose originally in depression years. The reduction in levies which is being made this year is not due to any reduction in the current maintenance requirements for our institutions, as to-day those requirements are greater than ever before. “The proposed levy on local authorities is £40,061 os 8d for maintenance and £6350 for capital, a total of £46,411 os 8d as against. £48,282 Os 3d last year, a decrease of £IB7O 14s 7d. It is' to he noted that the estimated Government subsidy this year is £39,303 9s 5d for maintenance and £6350 for capital, and a total of £45,653 9s 5d as against £50.952 9s 6d last year, a decrease of £5299 0s Id. “The Kite of maintenance subsidy Inst year was £1 Is 3d and this has now dropped to 19s 7d. The valuations this year show little change, though both Feilding and Palmerston North show relatively more increase than any of the other districts.

“Of the proposed capital expenditure of £15,221 2s 4d the amount required to meet loan and sinking fund instalments is £5750, leaving £9471 2s 4d to cover all other items. Towards this expenditure we are bringing forward in our capital account cash in hand and amounts due to the capital account., firstly in repayment of advances made in anticipation of loans for architect’s expenses, and secondly as advances made for capital purposes to the Otaki sanatorium account, a total amount of £2521 2s 4d. We ai-e also bringing forward the commitments towards which this money was previously raised. The net amount of new works provided for on these estimates is £6555 2s 4d. This, of course, is apart from the proposed loan this year.” 'The statement and levies wore approved by the board. SCALE OF LEVIES.
