SECURING ORDER.
JAPANESE EFFORTS.
Received February 20, 10.30 a.m. TOKIO, Feb. 19. With a view to “securing peace and order in the Hainan Islands,” the Japanese military officials are establishing Chinese police bureaux in two of the largest northern towns, Haikow and Kiunlshan. A message from Tsingtao states that tho British Ambassador (Sir Archibald Clark Kerr) has arrived on H.M.S. Birmingham in the course of a tour of inspection of North China. Ho had a three hours discussion with the Japanese Consul-General (Air Dcnjiro Katoh), in reference to measures, for the settlement of outstanding SinoJapanese issues, after which. Sir Archibald left for Shanghai.
