STRONGER ARMY.
JAPANESE NEED. TOR 10, Feb. 18. The AA'ar Minister (General Itagaki) declared in the Diet to-day that the army must lie built up in quality and quantity. 'Tho future might demand that every Japanese become a soldier. There also was a need to improve armaments and tactics.
