JAPAN PROPOSES REGULATION. TOE 10, Jan. 18. Leading whaling interests state that the present price of whale oil in Europe shows no profit, owing to keen competition from American vegetable oils and (Manchurian bean oil. Before the next season, therefore, an agreement regulating production either by the number of vessels or by the quantity of oil might, it is declared, bo advisable.
