NEW CONCESSIONS LIKELY.
CZECHS REOPEN NEGOTIATIONS. PRAGUE, Aug. 26. It is stated that there is good ground for assuming that Dr. Benes (President) will take the initiative in reopening negotiations on a new basis, including the establishment of three German regions responsible for their own affairs, like Northern Ireland, while sending representatives to the Parliament at Prague, which will be responsible for foreign policy, defence and finance.
