RETURN TO ROME. INSTRUCTIONS FOR TALKS. LONDON, Feb. 25. The Daily Telegraph’s Rome correspondent says that Count Grandi is arriving from London to-day to report to Signor Mussolini on the conversations with Mr Chamberlain. He will attend the Fascist Grand Council on March 3 before returning to England with Signor Mussolini’s instructions for the London end of the Anglo-Ita-lian conversations. According to the Giornale d’ltalia, Italy hopes the agreement will be signed in Rome, enabling it to be called the Rome Pact, greatly enhancing Italy’s prestige abroad.
