DEMANDS BY JAPAN.
CONTROL OF SHANGHAI. LONDON, Nov. 22. The Shanghai correspondent of the Times says Japan’s requirements to the English, American and French officials in the International Settlement sound formidable, but inquiries elicit the information that, though the Japanese regard themselves as controlling the Chinese territory in the vicinity of Shanghai, they will not interfere with the functioning of Customs posts and district Courts for the present, provided the operation of these services does not affect Japanese interests. The authorities in the foreign areas would refer to the Treaty Powers any demands involving requirements exceeding their rights to concede. A message from Nanking says that after learning that the Chinese Foreign Ministry was going to Hangkow, the British Embassy will depart on Tuesday and the American on Monday for Hungkow. AJI the other embassies, except the German, are being completely evacuated. The Japanese captured Linsing in western Shantung and landed 200 sailors on Woiciiow Island in tli© Gull of Tonkin, near French Indo-China, in order to dominate shipping at Port Pakhoi. It is reported from Peking that serious disorders, accompanied by murder and looting, occurred at Puyang in south-west Hopei, owing to bandits impoverishing the farmers.
