WASHINGTON, Aug. 29. The Secretary of State, Mr Hull, announced that he had notified China and Japan that America would hold them responsible for damage and injury to United States property and nationals. The New York Times interprets the Note as a warning to Japan not to interfere with American vessels. ■ The Chinese Embassy formally accepted Mr Hull’s recent statement and reiterated China’s willingness for peace. The Japanese Embassy maintained its silence. A message from Vancouver states that huge Union Jacks are painted on the Canadian Pacific liner Empress of Japan, which is loading for the Orient.
