HITCH IN NON-INTERVENTION. (United Press Association—By Electric Telegraph.—Copyright.) Received July 21, 2 p.m. LONDON, July 20. The disagreement in the non-inter-vention sub-committee is due to Count Grandi’s objection to the ordei in which Lord Plymouth proposed to deal with certain aspects of the proposals. Count Grandi contended that land traffic should take precedence over the withdrawal volunteers. Lord Plymouth stressed the desirability of dealing with the points requiring an immediate approach to the parties in Spain. Count Grandi 'plied that it was no use approaching - Spanish Government until complete agreement had been reached on the whole proposal.
The committee adjourned to consult with their Governments.
