AMERICA AND THE EMPIRE. A QUESTION FOR THE FUTURE. LONDON, June 1. The Alorning Post says that the Imperial Conference is considering two possibilities: Firstly, a grand scale Imperial-Americnn oommercial understanding tantamount to Englishspeaking countries’ ’ economic co-ope-ration with an Anglo-American trade agreement as the central pivotal factor; secondly, a series of bilateral pacts between Britain and tlie United States. , These major questions thus far have been discussed only in the broadest sense. The possible outcome will be a compromise, constituting a senes of bilateral parts based on and interlocked by a common understanding and agreement on certain major principles. Clearly, however, the delegates will have to seek the authority of their respective Parliaments before committing themselves to the major policy. It is expected that the negotiations will far outlive the conference, which the High Commissioners, all of whom are attending the discussions, will carry on.
