SPAIN’S APPEAL.
LIKELY TO BE DEFERRED. Received December 9, 1.50 p.m. GENEVA, Dec. 8. Besides the British Foreign Secretary, Mr R. A. Eden, neither M. Dclbos nor M. Litvinofi will attend the League Council on Thursday. Turkey, Poland and Latvia will be represented only by their permanent delegates. Italy and Ecuador will not be °represented. The proceedings, therefore, are likely to be merely formal. It is expected that a committee will bo appointed to examine the juridical aspect of Spain’s appeal and report to the Council at the January meeting.
