FORTIFICATION OF HELIGOLAND
Received July 11. 11.35 a.m. LONDON, July 13. In the House of Commons, Lord Cranborne, in reply to a question, said: As a result of inquiries I understand that Heligoland (which was per-, manently demilitarised by the Versailles Treaty) is being fortified. Then is no right of inspection. Commander LocKcr-Lainpson : Is it being fortified by leave of the British Government ? Lord Cranborne: No. It is not being fortified .by leave of anybody.
The article of tho Treaty of Versailles referring (o Heligoland states: —Tho fortifications,: military ' establishments and liar Lours of tho islands of Heligoland mu Dune shall ho destroyed under tho supervision of the principal Allied Governments by German labour and at the expense ot Germany v.ithii a period to lie determined by tho said Governments. The term “bar hours’’ shall include the north-cast mole, tho west wall, the outer and inner breakwaters and reclaimed land within thorn, and all naval and military works, fortifications, and buildings, constructed or under construction. These fortifications, military establishments and harbours shall not bo root instructed; uor -shall any siuiilui works be constructed in future.
