RHINELAND PROBLEM.

CONSIDERATION BY LEAGUE. FRANCE’S DEMAND. LONDON, May 14. The Daily Telegraph’s Geneva correspondent says a new problem has arisen in the League of Nations from Franco’s demand that the German activities in the Rhineland he discussed in the Council on June 16. M. Paul-Boncour told the Locarno Powers that he lias positive proof that Germany is sending 300,000 tons of cement per month to the Rhineland for the purpose of fortifications. He estimates that they will be completed within a year. A private memorandum in the matter was handed to Mr R. A. Eden. The Times Geneva correspondent says France’s documentary evidence impressed the other delegations. The complaint is that much valuable time is. being wasted from which Germany is quick to profit.
