ITALIAN DECREES
RULE IN ABYSSINIA. PASSED BY CHAMBER. OBEDIENCE TO DUCE. (United Press Association—By Electric Telegraph.—Copyright.) Received May 15, 11.25 a.m. POME, May 14. Without making a speech, Signor Mussolini presented the Abyssinian decrees for ratification. Entering the Chamber of Deputies amid cheers, Signor Mussolini demanded the Deputies to urgently agree to the proclamation of Italian sovereignty over the whole of Abyssinia, King Victor Emanuel Emperor, and Marshal Badoglio "as Governor-General with the title ol Viceroy. The decrees were passed unanimously. All the members of the Chamber of Deputies were dressed in black Fascist uniforms. The Ambassadors of the chief non-sanctionist nations occupied the diplomatic tribunal. A commemorative plaque will be installed inscribed: "May 5: Fourteenth Year of the Fascist Era: Benito Mussolini Founded the Empire." Abuna Kyriloff, the Egyptian head of the Ethiopian Church, has informed Marshal Badoglio of full adherence and co-operation. Marshal Badoglio promised to restore the damaged churches.
