GERMANY’S REJOINDER.
TO FRENCH PLAN. “PROBLEM NOT UNDERSTOOD.” Received April 9, 1.25 p.m. BERLIN, April 8. The Foreign Office described the French reply to Herr Hitler as addressed to world opinion and the French electorate rather than to the Governments of the Powers concerned. It shows that the French do not yet understand the problem under discussion. Referring to the question of whether Germany has given up her claims on Memel, Danzig and elsewhere, the spokesman said: “Considering all we have offered, the world need not be disquieted.” . He added that Germany was willing to examine France’s European plan, but expressed the opinion that the proposals were not much more than a compilation of Mr R. A. Eden’s, some of which had already proved impractical. . . , “A European Committee is a splendid idea, but is it adapted to life? At Geneva M. Flandin, in a conference with journalists, said he proposed to submit to the meeting of the Eocarno Powers on Friday the observations of the French Government regarding the measures necessitated by the attitude of Germany in the Rhineland. He thought the French constructive proposals might come before the Council at the May session simultaneously with such of Herr Hitler s proposals as did not concern only tne Locarno signatories.
