FUNCTIONS REARRANGED. (United Press Association—By Electric Telegraph—Copyright.) Received July 18, 12.40 p.m.. BERLIN, July 17. Lack of harmony among the hosts of the British Legionaries was again manifested when the Government cancelled the programme drawn up by the Stalhelm leauers in conjunction with the British Legion and the residents of Cologne. A new programme of functions has been prepared by the Cologne Nazis, but the Stahlhelmers refuse to participate and will not officially be represented at the reception to the visitors in the Rhineland.
