ARRESTS IN JAPAN.
COMMUNISTS CHARGED. (Times Cables.) LONDON, July 17. The Tokio correspondent of the Times says that the police arrested 137 Communists, of whom 37 were women, on charges of attempting to re, suscitate the Japanese Communist Party. An extraordinary feature of the case is an allegation that they were acting under instructions from New York.
