OFFICER LOSES POSITION. VICTORY FOR MODERATES. PART OF PROGRAMME. (United Press Association—By Electric Telegraph.—Copyright.) (’Times Cables.) Received July 17, 9.40 a.m. LONDON, July 16. Tho Times’s Tokio correspondent states that General Masaki, InspectorGeneral of Military Education, has been relieved of his post, one of the three most important in the army and conferring tho right to direct access to the Emperor. General Hayaslii, with the support of the army as a whole, is removing from the key positions officers desiring to play a political role and whose tendency towards, independent action has been noticeable since the Manchurian affair. Realising General Masaki’s opposition to changes, General Huyashi twice asked him to resign, after which he dismissed him. Tho action is a victory for the moderate elements, with whom General Hayaslii lias become increasingly identified.
