A COMPLETE MORATORIUM. BRITAIN NOT AFFECTED. Received June 25, 11.50 a.m. BERLIN. June 24. Dr. H. G. H. Schaeht has declared a complete moratorium on all maturities arising out of Germany’s medium and long-term foreign obligations for America and other countries with which Germany has no clearing or transfer agreement. The moratorium does not affect British creditors. It will become operative on July 1 for a year. This action is attributed to deterioration in the exchange situation.
