Sir Arthur Balfour and Mr Yosaburo Ito agreed that Japanese competition in world markets promoted general wealth. Mr Ito explained that export trade was vital to Japan, where the livelihood of 70,000,000 people depended on the importation of raw materials. Moreover, Japan could pay her creditors only by exports. AH countries desired the opening of new markets, which was attainable by allowing Japan to increase her wealth through importation and thus become a great buying country.
