DECLARATION IN CUBA. VIOLENT SCENES CONTINUE. HAVANA, March 11. A state of war was declared throughout Cuba to-day. An earlier message stated that a general revolutionary strike was threatened in Cuba on Sunday niglit as additional unions answered the call for a walk-out by midnight. Bombs exploded in downtown Havana, and rifle fire added two deaths to the toll ol four. dead and eight wounded in the Saturday .night outbreak, which was the wildest scene since the 1933 revolution. The Constitution has been suspended, and President Mendieta is empowered to dictate any measures necessary to protect public order. The powerful union of railroad workers on the main lines between Havana and Santiago joined the strike on Sunday.
