PROTEST ORDERED.

INCIDENTS AT KHABAROVSK. Received May 24, 11.55 a.m. TOKIO, May 23. The Japanese Consul-General (Mr Shimada) at Khabarovsk lias reported to the Foreign Office that his house was fired on on May 20 and 21 and that there is considerable unrest in the city. The Foreign Office is, therefore, instructing him to protest strongly and demand the punishment of the offenders.
