INTRODUCTION OF BILLS. NUMEROUS GOVERNMENT MEASURES. (By Telegraph. —Special to Standard.) v ” WELLINGTON, Sept. 20. The introduction of a large number of Government Bills this week will be a reminder to the House that ample business awaits attention after the Address-in-Reply debate concludes It is intended to proceed with the Municipal Corporations Amendment, a consolidating measure of 400 sections in. charge of the Minister of Internal Affairs. The Building Construction Bill which embodies lessons learned in the Napier earthquake, will be in the hands of Hon. J■ Bitchener (Minister of Public Works). It willl create an organisation for making provision for improvement in design and construction of buildings, and empower the issue ot regulations requiring general observance of 'safeguards against earthquake damage. T , The Reserve Bank of New Zealand Bill which was introduced last session, is being slightly revised, probably as a result of Mr Fqrbes’s recent consultations with English authorities. It will again be in charge of Rt. Hon. J. G. Coates (Minister of Finance) and its introduction is likely to be delayed owing to amendments under considerafi on. . The Minister of Justice (Hon. J. G. Cobbe) has introduced the Judicial Proceedings (Regulation of Reports) Bill, which strengthens control over publication of unsuitable matter associated with Court proceedings, and extends the principle to prohibit unauthorised publication of photographs ot parties or witnesses in proceedings whether criminal or civil. The Government Superannuation Fund Amendment Bill, which received considerable attention from a select committee under the chairmanship ot Mr J. A. Nash (Palmerston) last session, Will not make an eariy reappearance, as representatives of Public Service’and railway organisations are being consulted by the Government. This procedure suggests some compromise which will involve an amendment of the measure. Thp Minister of Agriculture (Hon. C. E. Macmillan) is proceeding with several measures previously before the House, including the Dehorning of Cattle Bill, Stock Remedies, and Orchard Tax Amendment, the latter being designed to improve the method of raising funds for fireblight precautions, and removing some anomalies in the existing system. The Minister of Internal Affairs will give notice of reintroduction of the Local Government Officers Bid, making provision for granting diplomas andcertificates in local government, and constituting a li*il government board for controlling their issue. Though most measures enumerated above had made progress through the House last session, it is necessary under the Standing Orders to regard them as new Bills, so that the whole procedure has to be repeated.
