PRELIMINARIES HANG FIRE. EXCHANGE MEASURE SURPRISE. (By Telegraph.—Special to Standard.) WELLINGTON, Sept. 22. The House of Representatives is making a very leisurely approach to the session’s serious business. To-day it was expected that condolence motions in respect of deceased members would be passed and the adjournment taken until Tuesday, but the preliminaries took the whole afternoon. One Government measure, the Judicial Proceedings (Regulation of Reports) Bill was introduced, also seven Bills for which private members were responsible. The first reading stage is usually quite formal, but Mr W. A. Veitch, in moving the first reading of the Banks Indemnity Exchange Repeal Bill, made a strong attack on the high pegged exchange and was backed up by a number of Labour members. It was a one-sided discussion as no advocate of the Government’s policy intervened and Ministers remained silent; nor was the measure challenged so early and it will come up again on October 5. The House adjourned until Tuesday afternoon, when condolence motions will be taken and the Address-in-Re-ply debate initiated in the evening bv Mr H. Holland (Christchurch North).
