TORONTO, Sept. 21. “The United States holds the key to 1110* ivliole -world’s peace. She could impose peace if she wanted to—she is strong enough. But the United States will not show her hand, and there is no use in attempting to deny the grave danger of war in the Pacific,” said Mr W: Downie Stewart, of New Zealand, who is attending the British Commonwealth Relations Conference here. “Self-government is better than good government,” said Mr Stewart. “You hear people say of Italy, ‘They have efficient government at anyrato.’ I prefer less efficiency and more freedom.” Mr Stewart admitted to “Tory” beliefs, though nineteenth century Liberalism was dying out. “You can get a man to vote black or vote white,” he added, “but few want to vote grey.”
