A NEW CABINET
RULERS OF AUSTRIA. CAPITULATION TO FASCISM. PORTFOLIOS RE-ARRANGED. (United Press Association—By Electric Telegraph .—Copy right.) Received September 22, 8.10 a.in. VIENNA, .Sept,- 21. The redrafting of the Austrian Cabinet has been completed. Dr Dollfuss is now Chancellor, Foreign Minister, and Minister of Agriculture, Public Security and Defence, controlling the army, police and gendarmerie. The re-formed Cabinet is a simple body consisting of only five Ministerc and seven State Secretaries. Major Emil Fey, hitherto Minister of Public Security, becomes Vice-Chan-cellor in place of Herr F. Winkler. Dr Buresch remains Minister of Finance. The facts thus far revealed indicate that Dr Dollfuss has capitulated to the Heimwobr (the Fascist body) apart from their demand that Majoi Fey be made an executive Minister. Nevertheless, Major Fey, after the Chancellor, is the most important man in Austria. A year ago he was merely a subordinate leader of the Heimwehr, which was originally the smallest party in Parliament, but is now the greatest power in the land. A message published on Tuesday stated that the position of Dr Dollfuss had weak enod as a result of open challenges from powerful groups led by Princo Starhemberg and Herr F. Winkler, the vice-chancel-lor, respectively, which have nothing in common - except opposition to the Nazis and Socialists, but which demand that the Chancellor incorporate their creeds in the new Constitution. Meanwhile, the Austrian Nazis were jubilantly watching the disputes. Prince Starhcmberg emphasised that Dr Dollfuss would receive the Heimwehr, that is the Fascist, support (as ho has done) only if ho established a Fascist State on Italian lines. He said it was essential clean out the Cabinet. Herr Winkler, while expressing- loyalty to Dr Dollfuss, declined to merge his own organisation in that of the Chancellor’s “Fatherland front.” RESTRICTED POWERS. DOLLFUSS NOT DICTATOR. Received September 22 9.15 a.m. VIENNA, Sept. 21. The British United Press says *hat after a conference, finding that tilt views of the chief supporters of Prince Starhemberg and Herr Winkler were irreconcilable, Dr. Dollfuss demanded the resignation of Cabinet and offeree to resign himself, but the President insisted that lie remain in office. It is officially stated that, though Dr. Dollfuss is directly in command of the armed forces, liis presence in the Cabinet means that he does not possess full dictatorial powers. The new regime provides for the appointment of industrial commissioners throughout Austria with complete powers.
