AMERICA TO PROCEED. PRESIDENTIAL STATEMENT. A CURTAILMENT SUGGESTIONS DENIED. (United Press Association—By Electric Telegraph.—Copy rigli t.) Received September 21, 8.50 a.m. AVASHINGTON, Sept. 20. President Roosevelt announced today that he intends to proceed without restriction on the 238,000,000 dollar programme to build the United States Navy up to the limits. Reports have been current from abroad that suggestions have been made to tlie United States Ambassador and to Mr Norman Davis in London that there, should be some abandonment, or curtailment, of the programme. It is asserted at AVhito House that no such suggestion was actually received by the President himself. President Roosevelt stated that the contracts had boon let and under no circumstances was there any intention of calling back the contracts or altering the plans.
