THE NEW CONSTITUTION
VIENNA, Sept. 16
Dr. Dolfuss asserts that Fascism does not correctly describe the Austrian Government. Dr. Enden (Democrat) will be entrusted with the -creation of the new Constitution. Dr. Dolfuss hopes to include moderate Nazis and Socialists in his patriotic front.
The Vice-Chancellor, Herr Winkler, declares that Austria .is determined to retain independent development and refuses either Italian or German Fascism.
