HERR VON PAPEN’S HOPES.
GREAT NON-PARTY STATE. LONDON, Oct. 13. Herr von Papen envisaged the creation of a mighty Holy German Empire stretching from the Alps to Memel. He declared that President Hindenburg would ensure this. The heritage of Bismarck would again become the hope of the coming generation. “We desire to create a great non-party State, the power of which shall not be thrown hither and tbitlier as the shuttle-cock of political and social forces,” he said. “Europe’s condition will continue critical as long as Germany is kept in subjection. W© do not desire an armaments race or a warlike adventure.”
