CHICAGO MAYOR’S PROPOSAL. (United Press Association.—By Electric Telegraph.—Copyright.) NEW YORK, Dec. 3. “Big Bill” Thompson, Mayor of Chicago, has announced the interesting manner in which he will avoid the difficulties in the way of furtherance of his scheme for a million dollar unemployment aid plan. The Mayor intends to distribute coupons worth a quarter of a dollar through the shops. The holders of winning coupons will win prizes, while the remainder of the sum will be devoted to the general unemployment fund. ' The Post Office has objected to the scheme on the ground that it is a lottery, so the Mayor has decided that in order to circumvent the difficulty he will “get in touch with a medium who is in touch with Grover Cleveland. I will tell Cleveland: ‘Grover, you were President during a hard-time period. We have a drawing here in a prosperity drive. I want you to pick the winning numbers.’ I will get the numbers through the medium, who will be in a trance. Nobody but me will know what the numbers are.”

Grover Cleveland, who .died in 1908, was President of the United States from 1885 to 1889, and from 1893 to 1897. He was a strong Democratic statesman who kept a firm hand on the affairs of the nation during a difficult period.
