EMPIRE CONFERENCE.
DEVELOPMENT OF TRADE. . LONDON, Aug. 13. It is now disclosed that a comprehensive scheme will be submitted to the Imperial Conference, involving the formation of public utility coiporations for the purpose of developing' trade in the unsettled parts of the Empire. The proposals differ from the present migration methods inasmuch as _ the aim will be the building up of entirely new settlements,, containing self-sup-porting communities of varied occupations.
The corporations will be backed by Government credit and will act as public contractors, employing men and women for definite periods.
