M. BRIAND’S SCHEME.
UNITED STATES OF EUROPE. LONDON, May 16. _ The Daily Telegraph’s diplomatic correspondent states: , “M. Briand’s scheme for a United States of Europe, in the form of a memorandum and a questionnaire, will be in the hands of all the French Embassies and Legations throughout the world on Saturday. “Copios have gone to the Soviet, Turkey and the United States, as well as members of the League of Nations. At. Briand is anxious to have the comments of the members of the League by July, in order to prepare, a dramatic oration at the League Assembly in September. “The British Government is bound to take account of the Dominions’ feelings on the matter, especially owing to the French suggestion for closer financial, fiscal and economic co-operation between the member States and a proposed federation by pooling resources.’*
