VANCOUVER, April 10. Speaking to-day before the local Council of Women, Mr F. Milner, Rector of Waitaki Boys’ High School, Oamaru, New Zealand, a delegate to the National Council of Education, stated':

“A true test of >the efficiency of the educational systems employed in all schools lies in the type of manhood and womanhood they produce. Should this not conform to the standard aimed at immediate and appropriate reconstruction becomes necessary.” Mr Milner asked that teachers be required to interpret to pupils a far greater reverence for God than was at the moment prevalent. Teachers should endeavour to create a love for the seemingly inexplicable intricacies of life, foster respect for nature, and so instil in the pupils a natural tendency toward the learning of tire higher arts.
