CONFERENCE CONCLUDED. SUBSCRIPTION FEES. The annual conference of the New Zealand Referees’ Association concluded on Friday. On behalf of the executive, the sident moved: That-. Rule It be amended to read: “The annual subscription of each affiliated association shall bo £2 2s, payable in advance, i.e., not later than March 31 in the year then ensuing. ; Any association whose subscription is not paid by the date mentioned or which is in arrears with any other .payments due to this association shall be suspended by the executive and furthermore shall not have any vote at any meeting of this •association or be entitled to any papers, reports or general privileges until such arrears are paid in full.’ The motion was seconded by Mr Lyn.skey. The chairman explained that the time had come when a paid secretary was necessary and, in order to obtain his salary, an increase in the subscription was necessary. Mr Forrest (Hawke's Bay) opposed the increase as it would be hard on some of the smaller country associations. If the Referees’ Association needed money, the New Zealand Rugby Union should make a donation. The motion was carried on the voices.

On the motion of the chairman, it was decided that: “Any association desiring admission to the N.Z.R.R.A. shall be proposed and seconded by two associations already affiliated, and shall be balloted for at any general meeting or at a meeting of the executive —a majority of votes in either case to decide. The entrance fee shall be £6 6s payable 'in advance, which amount shall also cover the annual subscription for three years.” Rule 3 was amended to read as follows: “The officers of the association shall consist of a president, a vicepresident representing each affiliated association, hon. secretary and treasurer and a committee of seven. The hon. secretary and treasurer, and the committee of seven shall constitute the executive of the association. They shall be elected annually at the annual general meeting of the association. In the even', of the secretary-treasurer being a paid officer lie shall be appointed by the executive and shall not be entitled to vote.” . . It was also decided that decisions of the New Zealand Rugby Union on points of law should be printed in the association’s handbook. DATE OF ANNUAL MEETING. A proposal was ’ put forward by tlie executive that instead of being held at Easter the annual meeting be at the end of the football season. Mr McKenzie pointed out that if they met at the end cTf the season, points for decision would be fresh in their minds. On the other hand, it might prove inconvenient to delegates to travel at the end of the season. It was decided to hold the conference at Easter, as heretofore. It was agreed that in future the chairman of the executive committee preside at the annual conference on rules, and the president preside at the annual meeting of the association. ELECTION OF OFFICERS. The election of officers for the ensuing year resulted: President, Mr Peter Mackie (Auckland) ; vice-presi-dents, Messrs C. White (Manawatu), L. J. Thompson (Rangitikei), A. Henry (Bush), W. J. Woods, (Dannevirke), C. S. Lonergan (Hawke’s Bay), J. Scrimegeor (Taranaki), J, Dixon (Marlborough), R. C. Torrance (Otago), H. Simpson (King Country), A. C. Kitto (Wellington), W. B. Fuller (Canterbury), J. S. King (Wanganui), O. R. Olsen (Poverty Bay) ; executive coinmitee, Mr A. M. Sims (South Canterbury), C. White Manawatu), D. McKenzie, G. Bradley, T. A. Fletcher, L. Sievers and E. S. Hylton (all of Wellington) ; auditor, Mr A. W. Crowthers. The appointment of a salaried secretary was left in the hands of the executive committee. GENERAL BUSINESS. It was decided to hold the next annual conference at Christchurch. Mr Marshall (Waikato) gave notice of motion that the 1931 conference bo at Hamilton. » It was moved on behalf of the Southland association by Mr. Miller: “That, it be a suggestion by the conference to the New Zealand Rugby* Union that the present system of appointing referees for representative fixtures be revised and that it be also suggested that a list of referees capable of controlling representative fixtures be forwarded bv the local appointment boards through their union to the New Zealand appointment board and they make tne appointment from these lists for all representative fixtures throughout New Zealand.” The motion was carried. . The twenty-fifth annual meeting concluded with votes of thanks to the retiring president (Mr McKenzie), the retiring secretary (Mr Hylton), the other members of the- executive for their services during the past year and to Mr Manson, honorary auditor.
