MANAWATU DISTRICT COUNCIL.

MEETING OF MANAGEMENT COMMITTEE.

The weekly meeting of the management committee of the Manawatu Dis- ! trict Rugby Council was ilield last ‘ evening when there were present: Messrs J. A. Colquhoun, H. Crawford, K Eglinton, E. Clevely, R. E. Hatch, ; H. Hands, T. Collins, J. R. Hardie, P. G. Burlace and R. Bly. Apologies for absence were received from Messrs T. Pagan and A. J. Trevena. The Feilding Agricultural High School applied for permission to play Stratford High School at Stratford on July 28.—Granted. The Horowhenua Council wrote suggesting Saturday, July 28, as tire date of the junior representative match between the two councils, play to commence at 3 p.m., Levin being the contesting area. The names of three referees were submitted for selection therefrom. The Manawlienua Union also requested that a selector be airpointed by the respective councils to select the fifteens. —It was decided that the team travel to Levin by train, Mr Clevely being appointed manager and Mr It. Sands the referee to control the game. Mr Colquhoun was appointed selector of tire Manawatu representatives. ]

The Horowhenua Council wrote suggesting that the return games on the 28th inst. he set down as under: B game at 1.15 p.m., and the A game at 2.45 p.m.—Accepted, Mr H. Crawford being appointed manager of the A team and Mr K. Eglinton in a like capacity to the B team. The Manawhenua Union notified that the New Zealand Union had requested that managers be appointed for the minor unions’ match at Palmerston North on August 4. The matter had been referred to the council for necessary attention. —Mr Hatch was appointed manager to the North Island minor unions’ team and Mr A. R. McHerron manager to the South Island team. GENERAL. The selectors were notified to select on Saturday next A and B teams to pose Horowhenua at the Showgrounds on July 28. Mr Burlace voiced an objection from the Woodville thirds against the playing area at Terrace End, which he termed quite unfit for football. He formally moved that no football be played thereon for the remainder of the season. Mr Bly. seconded the motion which was carried without opposition. It was decided that all third grade games be proceeded with on July 2S and that an outstanding game in the fourth grade he played on August 4. PLAYERS ORDERED OFF. The referee in tho United ValleyFeiiding Old Boys junior match reported having ordered off the field two players, K. Harill, of the former team for allegedly striking an opponent with his clenched fist, and Baxter, of the latter fifteen, for excessive talking.—Havill was stood down for two playing Saturdays and Baxter given a caution. TENTATIVE DATES. August 1 is to bo suggested to the Oroua Sub-union as the date of the Oroua-Manawatu B match for the Wallace Cup, Feilding to be the venue qf the game. August 15 is to be suggested to tho To Kawau Sub-union as the date of the match with Manawatu B, the game to be played at Sanson. September 1 is to be suggested to the Bush Union as the date for a game between Bush and Manawatu Unions at Woodville. FIXTURES FOR SATURDAY. Senior.—Kia Toa v. PROTEST ENTERED. A MOOT POINT. An unusual situation arose at tlio close of the Old Boys v. Athletic senior game at the Showgrounds on Saturday, the bell, signalling the anrival of full time, being sounded at the moment when an Athelitic player had claimed a mark. The referee imediately called the game to a close without allowing the marker to take his kick. At the meeting of the management committee a protest was received from the Athletic Club which maintained, that, had the kick been taken, the position of the game might have been

altered .according to the success of the kick.

Tho chairman quoted from Rule 10 (e) which reads: “Half-time or nc>sido shall be called as soon as tho ball has become dead, except as the result of a try.” Rule 2: “Dead means that the ball is for the time being out of play, an event that occurs when the referee’s whistle is blown.” He commented that from the reading of the rule, the ball was to .all intents dead when the referee had blown his whistle and, on the face of such, there did not appear to bo any grounds for the lodging of the' protest. Mr Hands, in moving that the matter be .referred to the New Zealand executive of tho Referees’ Association, stated that lie personally was of tin opinion that the kick should have,heel allowed. The local Referees’ Associa as .a body had been ruling that tinv was called only following a breach am from that the advantage apply. On thb chairman pointing out thr the matter would have to go befotho New Zealand Ifnion—riot the r> ferees’ executive, Mr Hands amend his motion to read: “That tho mat! ho referred to the New Zee.la; Union.” Mr R. E. Hatch seconded 1 motion. Mr Burlace maintained that inqiT ies should he made of the referee ascertain whether he had blown whistle .tor the mark or for time. Mr Bly moved as an amendmen which was seconded by Mr Eglinto' that tho referee’s decision be cm firmed. When put to the meeting the amend ment w.as lost by five votes to foil and the motion that the matten be re ferred to the New Zealand Unior for a ruling duly carried on the sam< voting basis.
