' Senator Biease, of South Carolina, in a very fiery anti-Britisn speech, protested m the Senate that tne lad was not entitled to diplomatic immunity. Sir Esrne Howard lias assured the Secretary of State (Mr Keiiogg) that lie personally has assumed lull responsibility for the accident.
